Researchers have reduced the preparation time of quantum dot solar cells to less than an hour by changing the form to a one-coat quantum dot solar paint.How?

Titanium dioxide (TiO2) nanoparticles are coated with cadmium sulfide (CdS) or cadmium selenide (CdSe.) The composite nanoparticles, when mixed with a solvent, form a paste that can be applied as one-step paint to a transparent conducting material, which creates electricity when exposed to light.

Although the paint form is currently about five times less efficient than the highest recorded efficiency for the multifilm form, the researchers predict that its efficiency can be improved, which could lead to a simple and economically viable way to prepare solar cells.

The scientists responsible for the research breakthrough, Mathew P. Genovese of the University of Waterloo in Canada, with Ian V. Lightcap and Prashant V. Kamat of the Radiation Laboratory and Department of Chemistry and Biochemistry at the University of Notre Dame in Indiana, will be publishing their study in an upcoming issue of the American Chemical Society's publication Nano.

During an interview with PhysOrg.com Professor Kamat, John A. Zahm Professor of Science in Chemistry and Biochemistry and an investigator in Notre Dame's Center for Nano Science and Technology (NDnano) and who led the research, explained, "Quantum dots are semiconductor nanocrystals which exhibit size-dependent optical and electronic properties. In a quantum dot sensitized solar cell, the excitation of semiconductor quantum dot or semiconductor nanocrystal is followed by electron injection into TiO2 nanoparticles. These electrons are then transferred to the collecting electrode surface to generate photocurrent.

The holes that remain in the semiconductor quantum dot are removed by a hole conductor or redox couple and are transported to a counter electrode. If we can optimize the paint preparation, it should be possible for anyone to open a bottle (or a can in the long run) and apply it to a conducting surface. This will decrease the variability between lab to lab or person to person as one encounters in a multi-step process. Having fewer fabrication steps and ambient preparative conditions should provide an economically viable transformative technology."

During their research the scientists tested a number of different compounds, but found that a composite of mixed CdS/TiO2 and CdSe/TiO2 nanoparticles performed best, particularly when the CdS and CdSe was deposited directly on the TiO2 nanoparticles as a coating.

Describing their work they said that the nanoparticles were suspended in a water-alcohol mixture to create the binder-free paste, which was then applied to conducting glass surface and annealed at 200 degrees Centigrade. When coated on a glass electrode, the paint has an overall power conversion efficiency exceeding 1 percent. Although some multifilm quantum dot solar cells have efficiencies greater than 5 percent, the scientists believe that using different quantum dots and further optimization could significantly increase the efficiency of the paint.

Potential uses could include painting electronic devices such as cell phones to recharge their batteries, along with larger electrical devices such as computers, while rooftops, windows, and cars could be coated as well.

The scientists' work has attracted some major governmental interest and the Department of Energy's Office of Basic Energy Sciences is funding their research.

Professor Kamat concluded in a Notre Dame press release, "We want to do something transformative, to move beyond current silicon-based solar technology. The best light-to-energy conversion efficiency we've reached so far is one percent, which is well behind the usual 10 to 15 percent efficiency of commercial silicon solar cells. But this paint can be made cheaply and in large quantities. If we can improve the efficiency somewhat, we may be able to make a real difference in meeting energy needs in the future. That's why we've christened the new paint, Sun-Believable."

Worries over the safety of food supplies have shaken the public since the March 11th earthquake and tsunami crippled the Fukushima Daiichi plant, spreading radiation over a large swathe of northern and eastern Japan.

Tests by Meiji showed that up to 30.8 becquerels of cesium was found per kilogramme of the powdered milk.The company said it did not know how many of the cans had reached consumers.

This mother might be a victim. She said: "My child used to drink the powdered milk when he was younger so as a parent I understand the concerns of others." However, the amount of radioactive substance is far below the government-set permissible limit, which is 200 becquerels per kilogramme.

"I think there is no need to be concerned because the levels of radiation are below the safety limit. I am personally not worried as the company is already taking action to solve the problem," The firm says they will conduct a what they called a "voluntary recall" of the product.

Meiji said it was unsure exactly how the cesium got into the powdered milk.But it suspects radioactive substances emitted from the Fukushima accident may have been the source.Japanese media reported that the cans in question were produced right after the accident happened, a Meiji spokesman says hot air used in the drying process may have contained cesium.

These latest arrests bring the total across the whole 'Occupy' movement to almost 5,000, but now police are starting to defect to the other side. Our correspondent Marina Portnaya has been finding out why some people have been choosing to make history instead of making arrests.

Almost 5,000 people have been arrested during Occupy protests across the US since the movement started on September 17 in New York. And as it is showing no signs of slowing, even some police seem to be defecting to the other side.Retired Philadelphia police Captain Ray Lewis became the game changer on November 17. Arrested while demonstrating with Occupy protesters on the streets of New York City, the 24-year veteran of the force was held in police custody for 11 hours and received one comment from a New York cop."Nobody talked to me. This one individual later on told me that I had the testicles of an elephant," says Ray Lewis.Occupy Wall Street has become an undeniable American household name.

Police crackdowns against the democratic movement have become something of the norm. But what is not so normal is seeing one side endorse the other.Although all of America's police force is part of the 99 per cent, Captain Lewis says cops secretly supporting OWS face dire consequences by going public."A tremendous fear of losing their job. Being disciplined, being fired and then what do they do? Everybody in the 99 per cent have that fear and police officers also. They have children, they have wives. What would they do if they were fired? There are no jobs available," Lewis says.

The arrests of dozens of journalists covering the story at the Zuccotti Park are among many reasons Captain Lewis says he temporarily transplanted to Manhattan."That's close to a dictatorship. When you exclude the media, that's what dictators from all over the world do and that is very scary," he says.Despite his arrest, Captain Lewis is back at Zuccotti Park, showing unwavering support for the Occupy movement, standing nearby a group of New York City police officers. They are here securing the area, but some are beginning to show a little interest."For the first time, I had an officer break ranks at the barricade line.

Even to an extent with Occupy Oakland. I am a part of the 99 per cent. For the most part people are peaceful and they want to see change," Shavies says.Brutal scare tactics such as pepper spray, batons, and flash grenade canisters have been used against Occupy camps throughout the US. Oakland, California, resembled something of an urban war zone this fall, leaving a war veteran in critical condition and the eyes of an 84-year-old burning from tear gas.Many in the US believe the biggest change, what the protesters across the country are demanding, could come when or if law enforcement officials stop suppressing the right to assemble and begin supporting it.

A U.S. surveillance drone that went missing last week in western Afghanistan appears to have crashed in Iran, in what may be the first case of such an aircraft ending up in the hands of an adversary, Washington Post reported.

Earlier it was reported, that Iran's Army shot down a remote-controlled reconnaissance drone operated by the US military in the eastern part of the country. Iran Army's electronic warfare unit successfully targeted the American-built RQ-170 Sentinel stealth aircraft after it crossed into Iranian airspace over the border with neighboring Afghanistan. The RQ-170 is a stealth unmanned aircraft designed and developed by Lockheed Martin Company. The US military and the CIA use the drone to launch missile strikes in Afghanistan and in Pakistan's northwestern tribal region.

On Thursday Iran's supreme leader warned Israel and the United States that Tehran's response will be tough should its archenemies choose a military strike against Iran over the country's controversial nuclear program.

U.S. officials acknowledged Sunday that a drone had been lost near the Iranian border, but they declined to say what kind of aircraft was missing.

The Iranian government has not released any pictures of the recovered aircraft, which they said was downed by defense forces after it flew across the border and into the country's airspace.

The unnamed Iranian military official said that "due to the clear border violation, the operational and electronic measures taken by the Islamic Republic of Iran's Armed Forces against invading aircraft will not remain limited to the Iran's borders."

U.S. officials cast doubt on this and other Iranian assertions. "We have no indication that it was brought down by hostile fire," said a senior Pentagon official, speaking on the condition of anonymity to discuss sensitive surveillance activity.

If an RQ-170 drone crashed in Iran, it would mark a significant setback for the U.S. military. The United States has lost less-sophisticated unmanned aircraft in recent years over Iran, but a nearly intact RQ-170 could offer a potential windfall of useful intelligence for the Iranians and their allies.

The aircraft has special coatings and a batwing-like shape that is designed to evade detection by enemy radar. The aircraft could help the Iranians better understand the vulnerabilities of U.S. stealth technology and provide them with clues on how to spot other aircraft, U.S. officials said.

The U.S. military released a short statement later Sunday on the missing drone. "The [unmanned aerial vehicle] to which the Iranians are referring may be a U.S. unarmed reconnaissance aircraft that had been flying a mission over western Afghanistan late last week," it said. "The operators of the UAV lost control of the aircraft and had been working to determine its status."

Senator Rand Paul told Judge Andrew Napolitano last night that Americans could be stripped of their rights and sent to Guantanamo Bay under the terms of the 'indefinite detention' provision of the National Defense Authorization Act set to be passed by the Senate this week.Appearing on Napolitano's Fox Business show, Paul said it perplexed him "how anyone could vote to send an American citizen who's been accused of a crime to a detention center in a foreign land without due process".

Paul has offered an amendment to the NDAA bill that would completely strip Section 1031 from the legislation, although it's unlikely to pass following yesterday's rejection of Senator Mark Udall's weaker amendment that would have merely provided more oversight.The Senator said that he had spoken with other Republicans who had pointed out the numerous instances where the Constitution specifically mentions the right to a speedy trial, habeas corpus and legal due process, all of which would be completely eviscerated with the passage of the 'indefinite detention' provision of the National Defense Authorization Act.

Republican supporters of the bill are citing Supreme Court cases to justify the provision that don't even validate their argument. As Napolitano pointed out, even a saboteur for the Nazis during World War II was allowed to have a trial because he was an American citizen and had innate rights that could not be stripped away.Napolitano also makes the point that this is merely an act of codifying into law what previous Presidents violated the Constitution to do anyway, specifically under the "parallel legal system" initiated under the Bush administration, "In which terrorism suspects — U.S. citizens and noncitizens alike — may be investigated, jailed, interrogated, tried and punished without legal protections guaranteed by the ordinary system," as the Washington Post reported in December 2002.

I wonder how Americans will feel when they see troops in the streets on a regular basis, something no one now living has seen since it ended the last time in 1876," said Napolitano, referring to how the bill characterizes the whole of America as a "battlefield" in which U.S. troops can freely operate and arrest American citizens.Republican Congressman Justin Amash, another vehement critic of the legislation, also appeared on Judge Napolitano's show last night to warn that the provision in the bill would inflict the same tyranny on Americans as under King George over two centuries ago.

"This country was built upon the idea of liberty and if we are fighting terrorism but destroying liberty in the process we're not really accomplishing the goal of defending this country....American citizens should never be detained indefinitely without charge or trial at the discretion of the President -- that is completely outrageous and my constituents agree with me," said Amash.Amash added that it would be a "travesty" to see the military engaged in law enforcement because that is "what our founders fought against" during the revolutionary war.This is it people, wake the hell up!!Your life is in DANGER.

The 2010 floods in Pakistan displaced millions and were a major setback for the national economy. They affected vast areas mainly in Khyber Pakhtunkhwa, Punjab and Sindh and took a toll of hundreds of lives. Despite the repeated statements from the government, no practical steps were taken to tackle the possibility of future floods and the consequence of this gross negligence is that floods are yet again wrecking havoc this year.

Unlike last year, the eye of the storm this year is Sindh where flood waters have razed in numerous villages and displaced millions. According toAsian Human Rights Commission, the loss of crops due to floods in Sindh is estimated to have caused 5.6 billion rupees in damages. The extent of inundation can be gauged from the fact that out of 23 districts of Sindh, 22 have been directly or indirectly affected by the deluge.

Lamenting the utter lack of efficiency on the part of the government to tackle the situation, the Human Rights Commission article states:

It is only now that the government is examining the conditions of the bunds and embankments which are only just, if at all, holding the flood waters at bay. In the meantime hundreds ofthousands of people are trapped due to the flooding of the roads and it is the women and children who are suffering the most due to the lack of safe drinking water, milk and food. As was seen in the last catastrophe the response from the government was very slow due to the lack of a proper relief system and resources.

Like last year, a number of social initiatives have been launched to help out the displaced flood affectees. Among these efforts is the one launched by Faisal Kapadiaand Dr Awab Alvi, two notable social activists and bloggers (and Global Voices authors).

Why 'Occupy Wall Street' makes sense.

If 2,000 Tea Party activists descended on Wall Street, you would probably have an equal number of reporters there covering them. Yet 2,000 people did occupy Wall Street last Saturday. They weren't carrying the banner of the Tea Party, the Gadsden flag with its coiled snake and the threat "Don't Tread on Me". Yet their message was clear: "We are the 99% that will no longer tolerate the greed and corruption of the 1%." They were there, mostly young, protesting the virtually unregulated speculation of Wall Street that caused the global financial meltdown.

One of New York's better-known billionaires, Mayor Michael Bloomberg, commented on the protests: "You have a lot of kids graduating college, can't find jobs. That's what happened in Cairo. That's what happened in Madrid. You don't want those kinds of riots here."

Riots? Is that really what the Arab Spring and the European protests are about?

Perhaps to the chagrin of Mayor Bloomberg, that is exactly what inspired many who occupied Wall Street. In its most recent communique, the Wall Street protest umbrella group said:

"On Saturday we held a general assembly, two thousand strong. … By 8pm on Monday we still held the plaza, despite constant police presence. … We are building the world that we want to see, based on human need and sustainability, not corporate greed."

Speaking of the Tea Party, Texas Governor Rick Perry has caused a continuous fracas in the Republican presidential debates with his declaration that the US's revered social security system is a "Ponzi scheme" Charles Ponzi was the con artist who swindled thousands in 1920 with a fraudulent promise for high returns on investments. A typical Ponzi scheme involves taking money from investors, then paying them off with money taken from new investors, rather than paying them from actual earnings. Social security is actually solvent, with a trust fund of more than $2.6tn. The real Ponzi scheme threatening the US public is the voracious greed of Wall Street banks.

I interviewed one of the "Occupy Wall Street" protest organisers. David Graeber teaches at Goldsmiths, University of London, and has authored several books – most recently, Debt: The First 5,000 Years. Graeber points out that, in the midst of the financial crash of 2008, enormous debts between banks were renegotiated. Yet only a fraction of troubled mortgages have gotten the same treatment. He said:

"Debts between the very wealthy or between governments can always be renegotiated and always have been throughout world history. … It's when you have debts owed by the poor to the rich that suddenly debts become a sacred obligation, more important than anything else. The idea of renegotiating them becomes unthinkable."

The earthquake and tsunami that walloped Japan left much of its coastline ravaged, but left one thing intact: the Japanese reputation for honesty.

In the five months since the disaster struck, people have turned in thousands of wallets found in the debris, containing $48 million in cash.More than 5,700 safes that washed ashore along Japan's tsunami-ravaged coast have also been hauled to police centers by volunteers and search and rescue crews. Inside those safes officials found $30 million in cash. One safe alone, contained the equivalent of $1 million.

The National Police Agency says nearly all the valuables found in the three hardest hit prefectures, have been returned to their owners."In most cases, the keyholes on these safes were filled with mud," said Koetsu Saiki with the Miyagi Prefectural Police. "We had to start by cutting apart the metal doors with grinders and other tools."Determining who the safes belonged to, proved to be the easy part. Saiki says most kept bankbooks or land rights documents inside the boxes, containing their names and address. Tracking the owners down, was much more challenging.

What you can't see is the hundreds of civilians inside their homes, cowering under their tables, under their beds. What you can't see is the children, that after these troops leave, who can't sleep at night. What you can't see is the raw sewage flowing into the streets from where the tanks have run over the sewage lines.

This is real, and it is happening every single day. And this is but one example in the mountain of crimes that are being done in all of your names. That I was complicit in. That I am less of a man for having not resisted while I was in the Military on active duty.

A lot of people in this country feel that the US army is some place to go and make a man of yourself. I am less of a man today for having served in the US military.

These wars are racist. They are genocidal. The kind of training that soldiers are going through to be capable of these horrors are real, are systematic, well thought out, have been researched for well over two hundred years.

This is nothing new to the United States of America. This is nothing new. We have been doing this since our foundation. Everything we have, we have stolen.

Our soldiers are being trained as predators. And they are being set loose on civilian populations that never even attacked us in the first place.

I can't live with this. I can't live with it. I don't know how the people of this country live with it. I don't know how the Iraqi's and the Afghan's live with it every single day.

The mission statement of the US Army is to "Engage and Destroy". There is no Nation building, there is no humanitarian operations. The Mission statement of the US Army is to Engage and Destroy and that is what we are doing. And when you turn that force loose on a civilian population, as we have done on Iraq and Afghanistan, it is called Genocide, and it is a war crime.

You go to peace rallies and you see people holding up signs that say "support the troops". Can you really support the troops and not support the war? No, you cannot. And I say this to you as a former soldier. You know why the soldiers are over there doing this, beyond the fact they have been dehumanized to the point where they are capable of doing this? It is because they think you support them. That is all they hear from the American population.

This is a recipe for an endless war.

If the troops knew that they were not supported, they would stop deploying and committing war crimes. This is a message that takes a lot of courage to represent in our current society, but knowing the realities, we have a responsibility. Not just to the Iraq's and the Afghan's, but to the young men and women who are going to carry this out. They don't want to be there, war is not a fun place. It's horrible, it's hell. But they are doing it because they think people support them.

If you guys want to support the troops, you've got to tell them the truth. You've got to tell them they are involved in genocide, you got to tell them that you don't support what they are doing, and you got to tell them that you don't honor the warrior, and you don't honor the war. Be honest, offend people if you have to, because that's the only way to save them."

Each is in love with a statuesque vision, a set of ideals or dreams that they have sought to breathe life into. Otherwise, how can one explain why a man who could have nymphs, Bentleys, yachts, and everything money can buy opts for the "illusionary" – to paraphrase Marx – rewards of the hereafter?

President Obama is planning to make major changes to his national security team.

CIA director Leon Panetta will become U.S. defense secretary and be replaced at the spy agency's helm by U.S. Army General David Petraeus, current head of military operations in Afghanistan.

If nominated and confirmed by the Senate, Panetta would replace Robert Gates, who has long said he wants to retire this year.

Petraeus would take over the CIA less than a year after assigned to Afghanistan in the wake of the resignation of Gen. Stanley McChrystal.

The changes also take place as Obama plans to launch the process of withdrawing U.S. troops from Afghanistan, starting this July.

Citing unnamed sources, AP is also reporting that a Petraeus aide, Lt. Gen. John Allen, will take command in Afghanistan, while veteran Ryan Crocker would become the new U.S. ambassador to Afghanistan.
